    Abstract

    The pragmatic compromise over the law on the use of force has lost its hegemonic position. State violence has become increasingly accepted and political struggle is now waged on its justifications . . . The Owl of Minerva will, unfortunately, only be allowed to spread its wings at dusk, when guns are already silent and the ‘international community’ is either scandalised by aggression or called upon to give legitimacy to a novel status quo.
