Abstract
A Diaspora strategy is an explicit policy initiative by a state with regard to developing its
relationship with its Diaspora. Ireland at present does have a small number of
schemes designed to foster linkages and services to its Diaspora. By no means, however, are
these schemes part of a larger strategy and it is now time to consider how they can be
gathered together and extended under the umbrella of a larger, overall Irish Diaspora strategy
